December 29, (THEWILL) — Governor Babagana Umara Zulum of Borno State on Monday, December 29, 2025, presented an N890,331,686,000 budget proposal for the 2026 fiscal year to the State House of Assembly. The education sector received the highest single-sector allocation, amounting to N135.4 billion.
Tagged the “Budget of Sustained Recovery and Growth,” the proposal allocates approximately 61% (N536.56 billion) to capital expenditure and 39% (N353.77 billion) to recurrent expenditure.
Governor Zulum emphasized that the budget structure underscores his administration’s commitment to long-term development and infrastructure renewal, which are critical as the state moves beyond the impacts of insurgency.
“Mr. Speaker, Honourable Members, this budget stands as a testament to our steadfast dedication to fostering sustained recovery and growth, even in the face of challenges,” Zulum stated.
“It embodies our resolute pledge to rebuild our communities, restore economic vitality, and secure a safer and more prosperous future for every citizen.”
The education sector’s allocation of N135,430,647,000 is earmarked for the construction of new schools, the rehabilitation of destroyed facilities, scholarship programmes, and the recruitment of additional teachers.
Following closely, the Works and Housing sector received N94,270,541,000 to continue the aggressive construction of urban and rural roads, bridges, and housing projects for residents and civil servants.
Other significant sectoral allocations include N66,408,136,000 for health to complete hospital projects and procure essential drugs.
The Ministry of Reconstruction, Rehabilitation, and Resettlement (RRR) was allocated N58,710,006,000 for the return of internally displaced persons (IDPs) to their communities.
Agriculture received N44,947,429,000 to boost food security and support local farmers, while N21,353,536,000 was set aside for water resources.
Governor Zulum projected total revenue of N317.69 billion from the Federation Account and N44.3 billion from Internally Generated Revenue (IGR). Estimated capital receipts, including aids and grants, are pegged at N417.23 billion.
In his response, Speaker Abdulkarim Lawan assured the governor of a swift and diligent review by the Assembly.
He pledged that the legislature would ensure the budget aligns with the state’s 25-year development plan before its passage.
