July 31, (THEWILL) — Chelsea have been fined £10 million and handed a suspended two-window transfer ban by the Football Association after admitting to 74 breaches of FA regulations relating to football agents and intermediaries during Roman Abramovich’s ownership of the club.
The punishment follows an investigation into historical payments made to agents and issues surrounding third-party involvement in player transactions before Chelsea changed ownership.
An independent commission initially imposed a suspended six-point deduction alongside the financial penalty.
However, Chelsea successfully appealed the sporting sanction, resulting in the points deduction being replaced with a suspended two-window transfer ban.
The FA confirmed that the breaches involved regulations governing agents, intermediaries, and third-party investment in players.
Chelsea’s current ownership group, led by Todd Boehly and Clearlake Capital, self-reported the violations to football authorities in 2022 while completing the purchase of the club from former owner Roman Abramovich.
The club’s cooperation throughout the investigation was considered during the disciplinary process.
The suspended transfer ban will remain in place until June 30, 2027, meaning Chelsea will only be prevented from registering players if they commit further regulatory breaches within that period.
This is not the first sanction Chelsea have received over the matter.
The Premier League and UEFA previously reached separate settlement agreements with the club following investigations into financial and regulatory breaches linked to the Abramovich era.
The latest ruling by the FA closes another chapter in Chelsea’s efforts to address historical governance issues inherited from the club’s previous ownership.
Despite the significant financial penalty, Chelsea are free to continue their transfer business as normal unless the conditions attached to the suspended ban are triggered before the end of June 2027.
