In a statement issued on Saturday by his Special Adviser on Media and Research, Emameh Gabriel, the minister described the late aide as a dedicated public servant whose contributions added significant value to official proceedings, noting that his commitment to duty left a lasting impression on those he worked with.
He added that Kotor’s death represents a painful loss not only to the Delta State Government but also to the wider public service community, where his professionalism and humility stood out.
