July 9 (THEWILL) — Nigeria’s capital market has received a fresh vote of confidence after S&P Dow Jones Indices (S&P DJI) placed the country on its 2027 Country Classification Watchlist for a possible reclassification from a Standalone Market to a Frontier Market.

The announcement, contained in S&P DJI’s latest annual Country Classification Watchlist, does not amount to an immediate upgrade but places Nigeria under formal review ahead of the 2027 classification exercise.

According to S&P DJI, Nigeria has made notable progress in strengthening its regulatory framework, citing improvements in transparency, enforcement, and market integrity.

“The Nigerian regulatory environment has modernized to improve transparency, enforcement, and market integrity,” the index provider stated.

It added that sustained policy implementation and operational resilience would determine whether the country qualifies for Frontier Market status during the 2027 review.

The development comes as regulators intensify efforts to reposition Nigeria’s capital market through reforms aimed at improving investor protection, market transparency, operational efficiency, and post-trade infrastructure.

The Securities and Exchange Commission (SEC), working alongside the Nigerian Exchange Group (NGX Group), Central Securities Clearing System (CSCS), and other stakeholders, has in recent years introduced measures designed to align the domestic market with international standards and improve overall market accessibility.

SEC Director-General Dr. Emomotimi Agama said the Commission remains focused on building a modern capital market capable of supporting long-term investment and innovation.

According to him, ongoing reforms are centred on faster settlement systems, tokenised securities, expanded derivatives trading, and stronger market governance.

“Our priority is to sustain a fair, orderly, and transparent market that protects investors and supports long-term capital formation,” Agama said.

He added that the Commission would continue working with exchanges and market operators to strengthen policy consistency, enforcement, and market integrity.

Commenting on the development, NGX Group Managing Director and Chief Executive Officer, Temi Popoola, described the watchlist inclusion as an important milestone for Nigeria’s capital market reform programme.

He said the decision reflects growing international confidence in reforms undertaken by regulators and market institutions to build a more transparent and globally competitive marketplace.

“While this is not yet a reclassification, it is an important validation of the progress being made,” Popoola said.

He added that the Exchange would continue to prioritise initiatives aimed at deepening market liquidity, improving accessibility, and strengthening investor confidence.

Unlike credit rating agencies, global index providers classify markets based on factors such as market accessibility, liquidity, regulatory effectiveness, operational efficiency, and ease of participation by foreign investors.

Although S&P DJI has now placed Nigeria on its watchlist, other major index providers apply independent assessment methodologies and timelines when reviewing market classifications.

For investors, inclusion on the watchlist represents the first stage of a structured review process that could ultimately restore Nigeria to Frontier Market status in 2027.

A successful reclassification would improve Nigeria’s visibility among international institutional investors, increase eligibility for frontier market benchmark indices and exchange-traded investment products, and support stronger foreign portfolio investment inflows.

While S&P DJI noted that consistent implementation of reforms would be critical to the final decision, the latest development signals growing international confidence in Nigeria’s efforts to strengthen its capital market and improve its standing among global investment destinations.
