November 05, (THEWILL) — South Africa’s National Assembly has passed the One-Stop Border Post Bill, a legislative initiative aimed at simplifying cross-border movement and enhancing trade between the country and its neighbours.
The bill, adopted on Tuesday, seeks to establish shared border posts jointly managed by South Africa and adjoining countries, in line with mutually agreed legal and administrative frameworks.
A one-stop border post is designed to allow travellers and goods to undergo exit and entry procedures in a single location, rather than at separate checkpoints on either side of the border.
Officials from both countries operate within a designated common control zone, enforcing their respective national laws in a coordinated system.
In a statement, Parliament said the bill provides “a legal framework for creating shared border posts between South Africa and its neighbouring countries,” adding that the initiative is expected to bolster efficiency, strengthen security, and promote smoother movement of people and goods.
The statement further explained that establishing common control zones would enhance trade facilitation and deepen cross-border cooperation, while reducing delays currently experienced at ports of entry.
First introduced in September 2024, the One-Stop Border Post Bill aligns with the Southern African Development Community (SADC) Protocol on the Facilitation of Movement of Persons, which promotes economic cooperation, regional integration and sustainable development within the region.
Following its passage in the National Assembly, the bill will now be forwarded to the National Council of Provinces for concurrence before it can be assented to and signed into law.
Once enacted, the legislation is expected to significantly stimulate intra-African trade and investment by improving border efficiency and creating a more enabling environment for the free flow of goods and people.
It also supports the objectives of the African Continental Free Trade Area (AfCFTA), which aims to expand economic opportunities and drive job creation across the continent.
