March 16, (THEWILL) — Chelsea have been handed the largest fine in English Premier League history, totalling $13.7 million, following an investigation into financial misconduct during Roman Abramovich’s tenure at the club.
The irregularities were identified by the incoming ownership group, BlueCo, led by Todd Boehly and Clearlake Capital, when they conducted a thorough review of club finances ahead of their 2022 takeover. Approximately $130 million was withheld from the purchase price to cover anticipated sanctions. A third-party company had reportedly routed payments to agents, intermediaries and players across several transfers between 2011 and 2018, with those figures absent from official club records. Transfers involving Eden Hazard, Willian, Samuel Eto’o, David Luiz and Nemanja Matić were among those scrutinised.
Alongside the record financial penalty, Chelsea received a suspended one-year ban on senior transfers, which will only take effect should the club commit further rule breaches within the next two years. The EPL confirmed that the improper use of funds did not compromise Chelsea’s compliance with Financial Fair Play regulations, a significant clarification for a club already operating under considerable scrutiny.
A separate nine-month ban on signing domestic academy players was issued in connection with a second inquiry into youth transfers between 2019 and 2022. The restriction does not affect international recruitment, though it arrives at a particularly difficult moment given that Britain’s departure from the European Union has made the signing of overseas young players considerably more complex, driving up competition and cost for home-grown talent.
The ruling invites direct comparison with the ongoing case against Manchester City, who face 115 charges of financial misconduct, including allegations of obstructing the EPL’s inquiry. Chelsea’s relatively measured punishment has been attributed in part to the current ownership’s full cooperation with investigators, a transparency the EPL itself acknowledged, and to the fact that those responsible for the original violations no longer hold positions at the club.
